Medical Group Faults US Militarization of Haitian Relief
The US, meanwhile, is being accused of prioritizing the delivery of troops and military equipment over direly needed aid. Doctors Without Borders legal director Francoise Saulnier says a plane carrying over twelve tons of aid was turned back from landing three times this week.
Francoise Saulnier: “Now everything has been mixed together, and the urgent and vital attention to the people have been delayed, while military logistic—which is useful, but not on day three, not on day four, but maybe on day eight—this military logistic has really jammed the airport and led to this mismanagement, real mismanagement of vital issues.”
The Doctors Without Borders plane was diverted to the Dominican Republic, delaying the aid delivery by three days. At a Haitian hospital Wednesday, Doctors Without Borders field coordinator Pip Millard said doctors are struggling to treat earthquake survivors.
Pip Millard: “We’ve got a surgical team here who are doing surgery. We’re having to do amputations. We’ve got some really severe wounds, lots of fractured limbs, both arms, legs, many different kind of crush injuries. And also, one of the other problems that we’re really encountering is lack of supplies. We’re running out of things very quickly.”
IMF Drops Conditions on $100M Haiti Loan
The International Monetary Fund has backed off an effort to impose new loans on Haiti. Last week, the IMF said it would provide Haiti with $100 million under an extension of a previous loan. The initial funds imposed conditions including wage freezes for public sector workers, inflation controls and price hikes for electricity. In kaj je bilo medijsko sporočilo? Bili sta, in še vedno sta, dve glavni sporočili. Prvo je dobrota, altruizem, radodarnost in požrtvovalnost zahodnih humanitarcev, začenši z ameriško vojsko. Drugo je divjaštvo domorodcev.
Prvo sporočilo se je med drugim hranilo z zgodbami o morda 150 rešenih iz ruševin, ne s tisoči in desettisoči, ki so ostali zakopani, ne z nepreštetimi mrtvimi. Rešitve so imenovali “čudežne”. Reševalci iz civiliziranega sveta so delali čudeže. To je jezik verske misije, ki krepi in utrjuje našo vero v nas same. Naši reševalci so odrešeniki nesrečnih tega sveta. Nesrečo drugih imamo radi, da lahko imamo radi same sebe. Bolj ko je ozadje grdo, bolj smo si lahko všeč, bolj samovšečni stojimo v ospredju.
Potem je tu izraelska samopromocija. Izraelci so bili prvi, ki so na Haitiju postavili poljsko bolnišnico. Ekspresno so poslali tja 200 zdravnikov, medicinskih sester, vojakov in prostovoljcev. O svojih humanitarnih dosežkih učinkovito poročajo doma in po svetu. Izpod ruševin so potegnili ducatih živih. Domorodce so naučili peti izraelske pesmi, Heveinu šalom itn. Domorodka, ki je rodila v njihovi bolnišnici, je otroka imenovala Izrael. Nekdanji predsednik Clinton jih je pohvalil. A poglejmo na hitro še drugo sporočilo. O domorodcih, ki kradejo in ropajo, ki so nasilni in se sicer ne znajo obvladati. Jefferson je haitske vstajnike proti suženjstvu imenoval ljudožerce. Danes je naša središčna svetinja lastnina, privatna lastnina, zato je lik domorodskega izgrednika skrunilec zasebne lastnine.
Ko gre za države, velja pravilo, da nuja ne pozna zakonov. In države ali državni voditelji potem lahko ravnajo, kakor se jim zdi primerno za ohranitev države in politično preživetje. Če črnec sredi ruševin, ko se je razsul tudi civilni red, iz sesute trgovine vzame paket mleka v prahu, je ropar. Če ga ulovijo policija, ki ne more poskrbeti za preživetje ljudi, more pa loviti tiste, ki se trudijo preživeti, in zahodni poročevalci, bo njegova slika obšla svet: Poglejte, taki so. Ropajo in kradejo, okoriščajo se z nesrečo, ne spoštujejo zakonov. Mi, ki smo jim prišli pomagat, smo si zato lahko še bolj všeč. Obenem pa imamo razlago za to, zakaj oni živijo v taki mizeriji.
